| CLIFF MORRIS' ATTEMPTED ANNEXATION & "deal": Despite firm review and acceptance criteria required before an annexation can be considered, the City of Sultan always finds there's no fiscal impact. In our opinion, that's like saying there's no long-term impact when a family adopts a child into their family.
