HEARING re 2007 BUDGET AMENDMENTS (No information or documents or details were provided prior to the council meeting, but here's the BUDGET AMENDMENT ATTACHMENT that was distributed at the council meeting (in pdf, 207 kb), needed to try and make sense of this five-part audio:

  • File E-1, 7:04 min., 1.2 mb (Tolson intro, summary, appearance of fairness statement)
  • File E-2, 2:49 min., 497 kb (Cisar, re revised funding for CP compliance update)
  • File E-3, 7:19 min., 1.3 mb (Discussions re requested amendment on voucher list, not yet approved; discussion of line item approvals; discussion re "Legal professional services" re law enforcement $30,000 amended expense item)
  • File E-4, 7:19 min., 1.3 mb (Guarded -- almost "code word"-like discussions re above "professional services" item; the "health" of the general fund; building activity revenues YTD ($660) vs. forcasted ($182,000) for 2007; discussion re trying to bring budget into compliance, etc. -- Both this file, and File E-3, and a review of the attachment, are "musts" for anyone wishing to understand how fragile is the City's financial situation.
  • File E-5, 10:24 in., 1.8 mb (Discussion re department head duty to manage their budgets; references again to law enforcement "professional services" item, and, again, in guarded double-speak; Tolson statement that they are still trying to hold dept. heads to 8% expenses per month, and Knight's comment that city's not spending any money at this point.)

  • L. Storm - Re handling "anonymous" donations (Audio File Q-1, 55 seconds, 163 kb)
  • Mary Carson Ford - Re practicality of collars for cats, lifetime pet licenses/permits; re Town Meeting, I was amazed and saddened at the lack of people's attendance and support. Disappointed that the city did not provide either handouts of a website address which would contain comparisons between county and SPD. She appreciates councilmembers' willingness to put this to a ballot vote by the people. (Audio File Q-2, 3:12 min., 564 kb)
  • Kerry Ourada - Concerned re donations remainig anonymous for certain donations that inherently imply a future favor or "payback" action from the city to a developer. Appreciates the Town Meetings; feels that many citizens will attend a town meeting when they won't attend council meetings. Feels this council (with the exception of C/M Flower and Seehuus) "does have an issue with reputation" and he doesn't feel switching to sheriff from SPD will not help. Derek Boyd attempted to interrupt Mr. Ourada at this point, saying his comments could not be defined as being "part of the agenda." Ourada continued, stating "the majority of the citizens of Sultan support the police department," urging council to stick with it. (Audio File Q-3, 3:04 min., 543 kb)
  • Traci Hoenstine - "What I find highly suspect is that Mr. Boyd brought this whole issue to the forefront for all of us; his nespaper and his father have been, you know, supporting this idea of bringing in the sheriff's for some time now, and there's a history there. And I--I would encourage you guys to connect the dots. Because I find it highly suspect that h is agenda happens toi be his father's agenda, happens to be his newspaper's agenda.
