  • [Note re Stormwater Hearing: The hearing began at 6 PM, ending at 7:20. At 7:01 PM, the hearing was briefly interrupted (in a non-procedural manner), for the Pledge of Allegiance and for a roll call of the council. At 7:19 PM, the council decided to continue the hearing to 6:00 PM, 2/28 at a different venue.]

2. Reid Shockey - Comprehensive Plan Schedule Update [Because of the late hour, it was decided to POSTPONE this presentation, dealying it to the Council Retreat on Saturday 2/9/08, a venue which, with only one or two notable exceptions, no citizens ever attend. That presentation was given at the retreat jointly by Deborah Knight and interim Community Development Director Brad Collins.] (Audio File G, 22 seconds, D. Knight statement]

  • Loretta Storm - Submitted written comments on behalf of G. Gibson, who was hospitalized (Audio File H-1, 1:33 min.)
  • Jeff Beeler (Audio File H-2, 4:12 min.)
  • David Gipson asked that G. Gibson's written statement be read. Storm reads the statement aloud. David Gipson's "rebuttal" of Gerry Gibson's statement. Audio File H-3, 4:34 min.
  • Unidentified Man - Upset that he was prevented from making comments re Caleb Court. AudioFile H-4, 32 seconds.
  • Scott Zafron - Re Caleb Court; believes development is "all about the money: and city/developers don't care about anything except putting as many houses on land as possible. There's "no justice" re planning for Sultan. Audio File H-5, 2:30 min.
  • Joshua Freed (spelling uncertain; Caleb Court developer from Bothell) - Takes offense to Zafron's comments. It's his livelihood and it's helping to create the "American dream" for people. This was not about money. He named the plat (Caleb Court) after his son. Audio File H-6, 1:16 min.
  • Vern Nelson - Re Caleb Court; asked if what was shown on the map presented at the hearing was what "it's going to look like?" Audio File H-7, 33 seconds.
  • Josie Fallgatter/Deborah Knight: Mrs. Fallgatter had to leave early, asked Mrs. Knight to read her statement into the record, specifically related to Ordinance 979-08 & Title 21. Also asked that more time be made for hearings of such impact (like the Stormwater utility issue tonight). Audio File H-08, 1:02 min.
  • Scott Zafron (Again) - Concerns re wildlife issues. Audio File H-9, 1:00 min.
  • Jean Roberts - Asked if DRB (Design Review Board) was still active. Audio File H-10, 44 seconds.
  • Loretta Storm - Clarified questions re senior/low-income discount on Sultan's utiltiies; i.e., income "trigger" level is 125% of the federal poverty guideline. Audio File H-11, 49 seconds.
  • Kristina Blair (re public comments) - Discussion between city attorney Kathy Harty, Blair, Knight and Eslick re when and who can speak. Brief statements re Caleb Court hearing from MIKE McCRORY and MARK LAMB. Audio File H-12, 8:09 min.

COUNCILMEMBER COMMENTS - Most members said "No comment" or "thanks for coming"; Blair clarifies her stance on police. Audio File I, 1:30 min.
