NOTES ON THE 1/24/08 "CONTINUED" COUNCIL MEETING:

The below agenda was never published on the City's website. It was handed out in hard copy at this 7 PM Friday night 2/1/08 continuation meeting. This 2/1/ meeting, per the recommendation of city clerk Laura Koenig, was adjouned as a "continued" meeting (to 2/1/08) for the purpose of continuing a "discussion" (not action) item that was unpublished, verbally added to the Council's 1/24/08 meeting agenda by Mayor Eslick at the beginning of that meeting, the subject of which was discussion only re a six-month interim, no-charge contract offered by the Snohomish County Sheriff's Department to the City to provide police services. The City "advised" its citizens of this discussion by way of its listserv only. It was not published on its website, nor advertised by any media (except GRIT's website). Neither was was draft contract or any other information published, either prior to the 2/1/08 meeting, nor as of this writing (3/18/08). The only "documentation" of the illegal actions taken by council at the 2/1/08 meeting is the minutes, tucked away as a Consent Agenda item on the 2/14/08 agenda. Bottom line is this: The City did what it has historically done with many highly controversial issues -- it "hid in plain sight" key actions, without effective or legal public notice to its citizens and at a time (7 PM Friday night) that would escape the attention of 99.9% of Sultan citizens.
