  • Laura Fox: Explanation of a joint project with the Sultan Arts Council to hold an art fair to celebrate Sultan's NEXT 100 years, with awards for the best submission in several different categories (original art, photograph, essay, etc., of an artist's view of what Sultan will look like in 2105,
  • Kay George: Announced sad news about the drowning of Michael Turner and how people could donate to help his 4 children (with another on the way)
  • Loretta Storm: Comments related to the Council's action on Wild Sky, its "arbitrary" and "capricious" decision, and Dusty Boucher's comments, in particular.
  • Bill Pearson: Offers congratulations to the Sultan Council for their wise Wild Sky resolution and lets loose with both barrels at what he considers to be a stupid concept.

  • COUNCILMEMBER COMMENTS (1. 0 mb)

    • Thanks from most council members to Bill Pearson for his comments supporting their anti-Wild Sky Resolution.
    • Councilman Flower waxes eloquent on Mr. Pearson's sage advice, and lets loose both barrels at Loretta Storm for her "negativity" and urges her to volunteer more of her time to the city in positive pursuits (see transcription, above).

    • Chief Walser's Police Report (1.2 mb): Larry Marshall's copmletion of one-year probation and his organization of a citizens WMD course, Block Watch may result as byproduct; announces important Highway 28 Safety Coalition meeting April 25th, 7 PM, when WSDOT will make a presentation of a round-about for Old Owen Road/U.S. 2 intersection; reiterated Kiel Mortage's (Ron Wiediger) intent to donate $100 to the skateboard park for each mortgage their write until Shindig, states the goal is to raise $100,000 for park; Received a letter from a citizen congratulating the SPD on their proactive efforts; and anupdate on the transient issue, Snohoco using helicopters to photographically capture activity.
    • Public Works Director Connie Dunn gives Public Works Report: 4/23, 8 a.m to 4 PM is Sultan Clean-up day; the first layer of First Street paving will finally be done on Tuesday, 4/19 (weather permitting); progress on SBR intersection continues; bids for 5th Street traffic signal imporvements will advertise in May; Osprey Park ballfields closed for maintenance.

    Discussion of costs for completion of Sewer (agenda item #2) & Water (agenda item #3)Draft Comprehensive Plans: Presentation by Berryman & Heniger on costs, questions from council (mostly from Derek Boyd) and discussion, vote to aprpove costs as submitted as a "not to exceed" amount ($21,522 for sewer, $18,145 for Water). Vote: All ayes.

    Denali Ridge Closed record hearing and approval of preliminary plat (2.8 MB)

    Resolution 05-08, Establishing a policy for Water and Sewer Availability (both inside -- and outside -- the city limits) (1.9 mb) - this item was continued until the 4/27 meeting.

    (Look for more information on the number of connections already allocated (and to which projects/developers), how many are left, and a court case on how such fees are to be charged, and when.)

    Need for animal control; reports of dangerous dogs (one dog was killed by pit bulls recently, as told by Barbara Schmidt), other safety problems explained, as well as confirmation of cougar sightings; discussion of various solutions, which may be to share resources with Monroe.

    • Bill Pearson spoke again on Wild Sky
    • Planning Commmissioner Ray George: Agreed that Animal control is needed (amusing tongue-in-cheek suggestion that they could be used to round up stray animals); and criticized Derek Boyd's vote against Denali Ridge Plat because of his concerns with that plat's inclusion of a city code which is currently in the midst of legal mediation.
    • Planning Commissioner Josie Fallgatter re draft sewer plan; saying the plan could be skipped because that plan has already been adopted thorugh inclusion and reference in Sultan's Comp plan.
    • G.R.I.T. Co-founder Ray Kistenmacher: Response to Councilman Flower's criticism of L. Storm.
    • G.R.I.T. Co-founder Loretta Storm: Response to Flower's criticism, especially related to the positive volunteer efforts in which she has been participating.

      • Bruce Chapeaux, asked for confirmation from Connie Dunn whether Josie Fallgatter's comments on the draft sewer plan were correct or not.
      • Jim Flower: Lovefest with Bill Pearson on his comments, extending a "personal invitation" to Pearson to come back as often as he can to address the council; acknowledges to Storm that yes, he did know she was Secretary of the Highway 2 Safety Coalition (but failed to mention it in his earlier criticism).
      • Kristina Blair, must do something about animal control
      • John Seehuus, must do something about animal control
      • Dusty Boucher, must do something about animal control; initiates a sarcastic faux "interview" with Jim Flower, asking Flower to critique the comments he made to Storm during the 3/23/05 meeting.
