  • Josie Fallgatter - Comments re her and Jeff Kirkman's Settlement Agreement with the City, the conditions of which have been broken because of Councilman Jim Flower's and Bart Dalmasso's testimony at the County Comprehensive Plan hearing re the Sultan watershed.
  • Loretta Storm - Criticized City's "good faith" in signing a settlement agreement that included language describing actions they knew at the time they could not adhere to re public participation notices; also for proposing City Resolution 05-13, designed to revise the language agreed to in the Fallgatter/Kirkman settlement.

It was his understanding that the City's position was to stand by his desire to annex in the watershed UGA. It was also his understanding that the City Council was given full permission to advocate for the watershed with the County Council [ignoring the precise language in the Agreement related to this point]. Resolution 05-13, Development Procedures (an approximate 33-minute discussion; this has been broken down into four separate files): File #1 (1.8 mb, 9:56 min.); File #2 (1.7 mb, 9:28 min.); File #3 (1.9 mb, 10:47 min.) File #4 (0.5 mb, 3:02 min.).

File #2 includes Councilman Boucher's impatient outburst that he and most councilmembers felt "it" was ridiculous. But unclear to everyone listening (except perhaps the council, mayor and Mr. Graafstra, who have been privy to past executive session discussions), as to precisely what Mr. Boucher was referring: Either (1) the Fallgatter/Kirkman inititial appeal; or (2) the City's requested settlement agreement with Fallgatter/Kirkman to settle their appeal; or (3) the conditions and language included in the settlement agreement signed by the entire council; or (4) the current discussion on the Resolution language which revises the language agreed to in the settlement document. Councilman Boucher also commended Councilman Flower for "showing the spine" to indicate "it" was ridiculous.
