  • Don Stearns ("Sterno"), resident of "Homeless" area south of the Skykomish River; asked why County is harassing him. (Audio File D-2, 5:18 min.)

  • None, except for a brief question by C/M Slawson.
  • MAYOR TOLSON's "clarification" (i.e., spin control) re the proposed "Sultan Market" and the Stanton Corporation.

Discussion re automated speed/traffic violation tracking system (for which the city will not be charged) by Redflex Traffic Systems, which all agree sounds like a good idea. Redflex website

Domestic Patner Coverage for Health Care Insurance. Motion was to change coverage for married domestic partners only. vote: Aye: Boyd, Flower, Wieidger. Nay, Slawson, Champeaux and Seehuus. Tolson's "aye" broke the tie. Motion passed.

DISCUSSION ITEMS:

Public Participation Process (Audio File I, 5:10 min., 912 kb) - Cisar gives summary; "Suggests" that "plain language" and clear description of actions being taken be used in notices (something required by Growth Mgt. Hearing appeal precendent by others, for which Josie Fallgatter has been aggressively advocating for many moons). Also, because the utility bills only come out once a month which may conflict with certain mandated legal noticing for hearings, he suggests the language in the current draft be revised to reflect advisements will be provided "when avialable."

[G.R.I.T. We object to the city's current wording that postings of legal and other public notices will appear on the city's website "when available." If a one-person volunteer website like ours -- which is still using Stone Age dial-up technology by which to upload huge audio files -- can get 'er done, then, why, I ask, can't the city do the same? (Or am I once again being completely unreasonable?) I believe that, given a bit more time, City Administrator Knight will be able to change this.]

Flower, Seehuus, Wiediger and Slawson, thanks to Chief Walser for presentation and thanks to those who attended. Derek Boyd asked for clarification re the date of the Redflex presentation. Bruce Champeux had nothing to say.
