    NOTE ON ACTION ITEM #5: Currently the Council, as with most other cities, makes final decisions on plats and other quasi-judicial (i.e., property-specific) matters. The proposed revisions would revise that authority, giving it to the Sultan Hearing Examiner (John Galt), with appeal only to Snohomish County Superior Court

    A highly-problematic and worrisome code revision "hidden" in these prosed changes is that approvals for PUD plats be made an Administrative Decision by the City Planner. This would be an extremely unwise move for Sultan, considering its long record/string of denials by H.E. Galt for these types of plats, for reasons of sloppy guidance and incompetence by Mr. Cisar in sending incomplete and/or legally-non-compliant plats to Galt for approval. The proposed change would remove any oversight by elected representatives or John Galt. And considering the quality of planning to which Sultan residents have been subjected over the last few years, and the fact that the majority of Sultan's recent plats have been PUDs, does removing electeds and the hearing examiner seem a solid planning decision?

Chief Walser announced Officer Larry Marshall's successful investigation, arrest and charging of the individual who allegedly robbed Sultan's Vinnaccio's store.
