• Councilman Jim Flower interrupts DOE rep with a question; discussion ensues between them; also comments by Jeffrey Beeler, who was a member of the city's stormwater utility sub-committee/taskforce reviewing this plan (Audio File A-19, 7:44 min.).
• C. H. Rowe (former Sultan Mayor) - The cost will run Sultan business owners out. Feels people who do not live inside the city limits should be not be listened to. (Audio File A-20, 1:41 min.)

  • NOTE ON PROCEEDINGS: at 7:01 Mayor Eslick stopped the hearing for the pledge of allegience. No council vote was taken to stop the hearing (or to reconvene following the council meeting open). However, C/M Slawson did make a motion to "stop the clock" on the council meeting. (Audio File B-1, 1:11 min.)
• Man (F. Stepanosky?) continued his comments; thinks people who live outside the city should not be allowed to speak. (Audio File A-22, 1:49)
