7:00 PM CALL TO ORDER: NOTE: The audio of the Pledge of Allegiance, Roll Call and changes to the agenda is included in the first part of the presentation (below). Mayor Eslick requested that excused absences be added for Slawson and Weidiger, as well as (Consent) the Perteet Engineering contract, and to move the published Discussion item for the Iron Goat WAN be moved to Presentation of the City's Ec. Dev. webpage. C/M Champeaux requested to add a discussion item re Council Policy.

  • Jeffrey Beeler (Audio File B-1, 3:48 min. 672 kb) - Various re Stormwater utility; HOA's responsibilities
  • Ron Kraut (Audio File B-2, 2:48 min., 494 kb) - Re attorney's comments re closed record hearing citation; and re moratorium, concurrency certificates cannot be approved during moratorium.
  • Keith Arndt (Audio File B-3, 1:57 min., 345 kb) - Likes City's new Ec. Dev. webpage, seems ironic, given moratorium agenda item. Asks the city not to use the "M" (moratorium) word.
  • Gerry Gibson (Audio File B-4, 2:28 min.,435 kb) - "It's about time" for city ec. devel. and has some suggestions, first of all need to clean up eyesores.
  • Loretta Storm (Audio File B-5, 2:15 min., 399 kb) - If city gives credits to Iron Gaot for WAN, strongly urges all details be documented now to prevent problems that have risen in the past on those types of transactions; urges caution with ANY structure or plat improvement on Green's PUD if inside PSE easement; re the "M" word, feels it's already being used, but it's "Money" (city's lack thereof), not "Moratorium."
  • Judy Zoloff (Audio File B-6, 1:03 min., 187 kb) - Asked who will own the WAN?
  • Peter Arkison, Trustee for Barry Hammer Bankruptcy (Audio File B-7, 3:05 min., 545 kb) - Choice words re city's proposed Moratorium Ordinance ("ambiguity [in it] is phenomenal").
  • Tom Green (Audio File B-8, 1:22 min., 241 kb) - Expresses his "Fear" and concern about people walking on Sultan Basin Road where there's no shoulder or sidewalk; suggests that the City could use fill dirt from development plats to form a dirt "path" alongside SBR where they can be "safe."

DEPARTMENT HEAD STAFF REPORTS - No written reports or documents were published in the City's agenda packet for this item, so the only record of the reports is the audio of their comments.

  • Grant Coordinator Donna Murphy - Report on PSRC/WSDOT federal appropiation request (no details given); Re Economic Development, "Mayor Eslick put the fire to our feet"; clean-up day will be biggest ever; will be holding workshps for startup businesses ("incubators"). AUDIO FILE, 4:17 min., kb.
  • Interim Sultan Police Chief, Snohomish County Sheriff's Rick Hawkins: Has been communicating with as many folks as possible; one focus is truancy, but short-handed; responds to Mayor Eslick's question re preparedness plans; C/M Blair thanked the chief for his participation at the Block Watch meeting night before.   • Public Works Director Connie Dunn - working on issues re Growth Mgt. Hearings/GMA compliance mandates; WWTP design moving forward (might be presented as early as the last Cooncil meeting in March); mentioned requirement that all public projects require "art projects" so that's another need being addressed; the woody debris county site is working well; Tony Beedle (retied long-time Pub.   • City Clerk/Deputy Finance Director Laura Koenig - Could not hear much (was at the far side of the table and did not use the microphone available for that purpose) but we have presented the audio anyway. AUDIO FILE 1:50 min., 323 kb
  • City Admin. D. Knight - Reported on status of hring process for the city's Community Development Director; interviewed about 12 applicants; believes city might hire someone by "early April." Part-time building inspector (Art Carroll) has given his notice but the City's ILA with the county for bldg. services will help in transition. AUDIO FILE 2:00 min., 355 kb

    • Interim Director of Community Development Brad Collins - Looks as if Andy (Andrew Lane, city land use attorney) and he are doing well; response from public good, and the response from the Growth Mgt. Hearings Board seems to be moving forward well. City has received a report from the City's Hearing Examiner (John Galt).
    • Close of meeting. There were no council member comments.
