7:00 PM CALL TO ORDER (Audio File A, 1:58 min., 347 kb) - Pledge of Allegiance and Roll Call, changes to agenda: Mayor Eslick was absent (no reason given), so Mayor Pro-tem Kristina Blair presided (and, I might say, took to it like a duck to water -- good job!). Changes to Agenda: Clerk Laura Koenig requested an excused absence for C/M Dale Doornek be added to the Consent Agenda. No explanation or reason was given for his absence. C/M Jiim Flower requested the addition of an executive session prior to the start of Action items. Pro-Tem Blair moved Action Item A4(1) to Discussion.

PRESENTATION - Sultan's WWTP (Waste Water Treatment Plant) Design (3.3 mb pdf document): By Brown & Caldwell, Designers/Consultants and Michael Willis (Architects) in THREE AUDIO FILES:

COMMENTS FROM THE PUBLIC:

  • Joe Beavers (Gold Bar Councilman and U. S. 2 Safety Coalition activist - Audio File C-1, 5:18 min. 935 kb) - Re U. S. 2 issues and opportunities to help
  • Josie Fallgatter (Frequent petitioner who has filed several [successful] appeals with the Central Puget Sound Growth Mgt. Hearings Board re Sultan's non-compliance with the Growth Mgt. Act - Audio File C-2, 4:29 min., 792 kb) - Re U. S. 2; deadline for city's application for SRF loan, which requires a city's comp plan be compliant (GMHB's hearing re that issue is Nov. 6th); problems re city's hearing codes will not be resolved by Res. 08-11; troubled by statements by Kay George at previous meetings calling people "eco-terrorists."
  • Loretta Storm (G.R.I.T. webmaster and Secretary of the U. S. 2 Safety Coalition - Audio File C-3, 3:15 min., 575 kb) - Re U. S. 2 Safety Coalition issues; the City of Sultan has no officially-designated representative at that organization (as do all other corridor cities).
  • Keith Arndt (Long-time Sultan landowner landowner and developer hopeful - Audio File C-4, 4:27 min., 784 kb) - Re WWTP issues.
  • Jeff Beeler (on Eagle Ridge HOA - Audio File C-5, 4:25 min., 779 kb) - Requests possibility for speed bumps on certain Eagle Ridge internal roadways, or else lower the speed limits; re stormwater detention ponds and costs to maintain; i.e., is it the responsibility of the HOA or the City?

COUNCIL MEMBER COMMENTS - All comments in a single Audio File D, 5:31 min., 972 kb
