Mr. Broughton was installing a mailbox frame in the sidewalk next to the curb on 4th Street on the rainy Sunday morning of March 23rd. After several days, the City finally confirmed that Mr. Broughton was contracted by the city to peform this work on their behalf and was not acting personally.

only reason this is work is interesting is because approval of the preliminary
formal plat was given by council July 30, 1998, which was four years and
eight months ago and exceeds all codified construction/completion time
limits.
