Public Hearing.

The public hearing on the Snohomish County Natural Hazard Plan was opened by Mayor Tolson. All council members were present.

Craig Bruner, Building Official was not available to provide the staff presentation. There was no public comment. On a motion by Councilmember Seehuus, seconded by Councilmember Criswell, the public hearing was continued to April 13, 2005 at 6:30 PM. All ayes.

Regular Council Meeting

The regular meeting of the Sultan City Council was called to order in the

by Mayor Tolson. Councilmembers present: Champeaux, Criswell, Boucher, Seehuus, Flower, Blair and Boyd.

ADDITIONS TO THE AGENDA

Action: Add: Motorcycle Lease; remove Resolution 05-05

Discussion: Add Council Retreat location.

Presentations

Mayor Tolson and Chief Walser presented Certificates of Appreciation to Officer Jeff Shelton, Sultan Police Department, John Anderson, Washington State Patrol and Barry Rutchy, Snohomish County Sheriff’s Department, for their work on breaking up the theft ring and drug operation in

East

County

. This was involved coordinated effort between several agencies and the officer’s commitment to the community is appreciated.

COMMENTS FROM THE PUBLIC

Elsie Bartling

: Announced that the Square Dance club has 41 members and will be recognized as a charter club. There will be Square Dance Festival sponsored by the Centennial Committee on May 13 and 14, 2005.

Sue Shawger

: Resolutions were passed by Snohomish and Monroe and the proposal is supported by businesses and citizens. Wild Sky will bring business into Sultan. Sultan should show support.

Jean Roberts

: In favor of the Wild Sky wilderness bill and it is supported by business in the area. It makes sense to have the area available for people to use. As national forest, the area can be logged and mined and endanger

and the water supply. Need to consider the issue more before taking any action.

Margorie Tyler

: Favors the Wild Sky wilderness area proposal. Restaurants and tourist sites have had a tough winter due to lack of snow and the wilderness area will encourage tourists.

Ed Hussmann

: Would like to see Sultan oppose the Wild Sky bill. A lot of misinformation has been provided to the public. People do not spend more money when visiting wilderness areas. The area must be maintained and new trails will not be built due to lack of money.

Kay George:

Supports the opposition to the Wild Sky bill. Moved here for the beauty of the area and the bill would limit access to wilderness areas.

Alfred Hallenback

: Lived here since 1960 and the gravel operations are endangering the area. Against mining in the

: With the money the city has invested in the tourist center, it is a disservice to oppose the Wild Sky bill. Would like to see the city encourage tourism and help the businesses.

Bart Dalmasso

: In regards to the Wild Sky bill, he recently took a drive through

and if the bill goes through he will not be able to do that. People need to be able to enjoy the area and have access.

Boyd:

Fails to see economic value by decreasing the area that can be accessed.

Criswell:

Lived in northern

California

in 1966 and watch what happened when they limited access to the Redwood area. Can no longer drive through the area, must hike in. Wild Sky will limit the access here the same way.

Mayor

Tolson

: Has researched the Wild Sky issue and it is very controversy. Encouraged the Council to hold their own public hearing and listen to what the citizens have to say.

STAFF REPORTS

Planning:

Sandy Delvecchio presented the original drawing of the Centennial logo to the Mayor. The drawing was signed by artist, Dannie Mullene.

Grants

: Donna Murphy advised that the Economic Development Board met to discuss the business of the month, promotion and retaining of businesses. The Downtown vision workshop will be held in May. The City/School Committee discussed meth lab training, administrative communication between city, fire, police and school, the emergency evacuation drill and the relocation of the siren.

Police Department

: Chief Walser provided an update on the skateboard park project. A fund raising committee has been formed to raise $100,000.

Public Works

: Connie Dunn advised that

Street

is ready for paving and that staff met with residents to discuss the sidewalk project. The City has $100,000 grant which will be enough to put sidewalks on one side. Brief discussion was held regarding the location and width of the sidewalks.

The following items are incorporated into the consent and approved by a single motion of the Council. On a motion by Councilmember Champeaux, seconded by Councilmember Seehuus, the consent agenda was approved as presented. Champeaux – aye; Criswell – aye, abstained on the minutes; Boucher – aye; Seehuus - aye; Flower – aye; Blair – aye; Boyd – aye.

Vouchers #05-243 through 05-313 in the amounts of $178,162.68 and payroll through March 11, 2005 in the amount of $63,744.82 to be drawn and paid on the proper accounts.

Ordinance 876-05 Motorized Foot Scooters:

On a motion by Councilmember Flower, seconded by Councilmember Seehuus, Ordinance 876-05 was introduced and passed on to a second reading. All ayes.

Sewer Comprehensive Plan

Connie Dunn, Public Works Director, discussed the costs for printing the plans instead of having Berryman & Henigar provide copies. Brief discussion was held regarding the total hours, mailing and printing costs and the need for an itemized breakdown. On a motion by Councilmember Seehuus, seconded by Councilmember Flower, the professional service contract with Berryman & Henigar was tabled All ayes.

Water Comprehensive Plan:

On a motion by Councilmember Criswell, seconded by Councilmember Seehuus, the professional service contract with Berryman & Henigar was tabled. All ayes.

Resolution 05-06 Wild Sky:

Discussion was held regarding the proposed legislation and the input received at the rally held two years ago, limitations imposed especially to handicapped people, and economic benefits and costs of the proposal. On a motion by Councilmember Boucher, seconded by Councilmember Flower, Resolution 05-06 opposing the Wild Sky legislation was adopted. All ayes.

Resolution 05-04 ROW Vacation

: Rick Cisar, City Administrator, advised that the resolution sets a public hearing to vacate the right of way that runs through the property located at 811 W. Stevens. Brief discussion was held on the process and requirement for compensation. On a motion by Councilmember Champeaux, seconded by Councilmember Seehuus, Resolution 05-04 was adopted and staff was directed to review the issue of the other properties. All ayes.

Financial Software

: Councilmember Blair provided a report from the Finance Committee on the two programs that were reviewed. Springbrook Systems appears to be an easier program to use then ASP, however, from a financial aspect ASP is more attractive. On a motion by Councilmember Seehuus, seconded by Councilmember Boyd, the bid was awarded to ASP up to budgeted amount. All ayes.

LID Segregation Requests

: Laura Koenig, Clerk/Treasurer, advised that two requests have been received to segregate LID assessments. Brief discussion was held regarding the process. Staff was directed to prepare the necessary resolution.
