Response to Gerry Gibson's January, 2007 PDA Request**
Note: Below is the text of an e-mail dated 9/29/06 from Wayne Fjeistad (President of Skyridge Estates LLC, developer of 124th St. properties) to Matt Anderson (property owner of one of the 124th St. parcels included in the 60-acre UGA) and Craig Taylor (developer of Sultan 144 LLC, the Skoglund Estates plat):
"Shockey has been hired by the city to
complete updates to the CP [i.e.,
"Comprehensive Plan"] and answer issues
as raised to the GMHB*** and that he is sure he will do a good job for us.
The cost is $40,000, according to Rick Cisar. We have been
asked to cost share in this. It directly benefits us and our
properties. Without this work being completed, we will be headed
nowhere. Our company has taken a longer term view of our properties, and
while it is certainly possible that the county council may not approve a UGA
expansion for Sultan in 2006, we believe that the odds are good and are increasing
at this point. If the expansion is not approved, then we will go to the
Docket in 2007 and press ahead again. The point is that the CP work needs
to be completed regardless. We are committed to the city and this
project.
We are requesting that both of you cost share with us in this expense at $10M**** each[,]
times the three of us property owners, with the city paying the $10M
balance. $40M total. In our view, this is a reasonable request from the
city, who has devoted uncounted and unpaid for hours in efforts to extent their
UGA boundry (sic).

**Legally-mandated time for fulfillment of citizens' Public Disclosure Act (PDA) requests is five working days. The City also has the option of delaying or denying fulfillment of the request. If the delay exceeds five days, the city must state in writing the reason for the delay and an estimate of fulfillment; if denied, the city must state in writing the reason(s) for the denial.
