DECISION 2001: CITY COUNCIL ELECTIONS

Five out of severn council seats were up for grab in the November 6, 2001 election. The stakes were high for Sultan: Would the city continue along the aggressively pro-development, sometimes anti-law course of its past? Or begin to gain control of a future which would hopefully signal "growth with grace," the pro-Law people. Sultan was clearly split down the middle: they either agreed with the pro-Rowe/Boucher/"Oldies" group, or with the Dr. Raney/Ron Kraut/Jeff Everett/Perry McPherson point of view. Update 12-7-01: Criswell Wins By a "HEAD"
Coin toss breaks
501-to-501 tie in 2nd recount

Councilmember Rob Criswell won in a coin toss when he called "heads" and was declared the winner of City of Sultan Council Position #2. It was the second recount in the election. This time the count was performed manually.

Auditor Bob Terwilliger said the difference in total votes could probably be found in the absenttee ballots, where there is no standardization of writing instruments used, the marks on which can sometimes "confuse" the ballot counting machines.

Besides Broughton and Criswell, those present to witness this historica event were outgoing Councilmember Bob Ostrom, Councilmember Perry McPherson and his wife, Loretta Storm, Councilmember Jeff Everett, Planning Commissioner Bart Dalmasso, Criswell's wife and two other unidentified women, and Kenton Coy.

12/5/01 UPDATE: Cindy Broughton was sworn in before the December 5, 2001 council meeting. City Clerk Laura Koenig has received a certification of the election from Snohomish County. "Word on the street" is that Rob Criswell has requested a manual recount.

FINAL RESULTS MAY NOT BE SO FINAL: Late Friday afternoon on 11/30, Ms. Broughton received a phone call from the Everett Herald report, Leslie Moriarity. (Read the Herald's story.) We spoke with Ms. Broughton about this. She indicated that the election/recount certificate had been signed that afternoon. But it was her understanding that Mr. Criswell had until 5:00 p.m. that same day to communicate to the Auditor's office that he wished to have another recount. If Mr. Criswell decides to initiate a manual recount, he will have to pay a deposit of 25 cents per ballot (approximately $250) and bring it to the Auditor's office by close of business Wednesday, December 5th. This will be a manual recount, and it is paid for by the candidate. The $250 is merely a deposit for the total cost.

 

CINDY BROUGHTON WINS IN MANDATORY RECOUNT HELD FRIDAY, NOVEMBER 30, 2001

(Final vote: 487 to 482)

Today at approximately 10:30 a.m., current councilmember Cindy Broughton was declared the winner in a recount. Final tally was 487 to 482.

Criswell showed no ill feelings, however, and enthusiastically shook Cindy's hand. As he was leaving, he wished her good luck.

BROUGHTON-CRISWELL RACE:
The first results were mixed, with Criswell holding a 3-vote lead. Then the next batch of results gave Broughton and Criswell a tie at 496-to-496 each. Then a machine recount gave a 5-vote majority to Broughton (487 to 482) and she was sworn in before the 12/5/01 council meeting. Then Criswell requested and paid for a hand (manual) recount, the results of which were another tie: 501-to-501. Then a coin toss made Criswell the winner.
