Resolution 01-02

Whereas, the Snohomish County Department of Planning and Development Services has recently issued a Draft Supplemental Environmental Impact Statement (further referred to as DSEIS) to address Mineral Lands Designations in Snohomish County and,

Whereas, once the DSEIS is amended and adopted and attached to the Snohomish County Comprehensive Plan, it will be the governing document for the designation and development of the considerable mineral resources of the County and,

Whereas, the DSEIS as presented has considerable deficiencies with regards to assessing and addressing traffic impacts as well as insufficient administrative processes which limit the ability of the greater community of Snohomish County to protect the health, safety, and welfare of its citizens and,

Whereas, it is well documented that the traffic volumes along U.S. Highway 2 and in downtown Granite Falls already exceed design capacity and additional avoidable volume added to the roadway as it currently exists is ill-advised and unsafe and,

Whereas, the DSEIS as presented fails to adequately address the impact that mineral extraction and transportation will have on neighborhoods and other residential areas of the county and,

Whereas, the communities of Monroe, Sultan, Gold Bar, Index and Granite Falls have organized and with collective voice are united in their position that the DSEIS is incomplete and should be withdrawn,

NOW THEREFORE BE IT RESOLVED BY the City Sultan, that we firmly request that the DSEIS be withdrawn pending inclusion of analyses of transportation and land use impacts associated with mineral activities in Snohomish County.
