ENVIRONMENTAL

MITIGATED DETERMINATION OF NONSIGNIFICANCE

 

 

The City of Sultan has conducted an Environmental Review of the following project:

Project Description:                             The Applicant proposes to remove 15 feet of an existing concrete access drive and rocks located below the ordinary high water mark and place logs and root balls within that area to prevent erosion.

The City of Sultan has determined that this proposal does not have probable significant adverse impacts on the environment, provided that the identified mitigation measures listed in Attachment A are adhered to.  An environmental impact statement (EIS) is not required under RCW 43.21C.031.  This decision was made after review of a completed environmental checklist and other information on file with the City of Sultan.  This information is available to the public on request.

 

This Mitigated Determination of Non-Significance (MDNS) is issued in accordance with WAC 197-11-340.

 

Issuance of this threshold determination does not constitute approval of the building permit.  This proposal will be reviewed for compliance with all applicable City codes that regulate development activities.

 

Comments:  Written comments may be submitted to the City of Sultan at the address above prior to 5:00 pm on September 28, 2006.  Unless action is taken by the Lead Agency, this MDNS shall become final at the end of the comment period.

 

Appeal: Any interested person may appeal this threshold determination in accordance with SMC 17.04.240.  Appeals must be received within 14 days of the end of the comment period (by 5 p.m. October 12, 2006).  You should be prepared to make specific factual objections.

ATTACHMENT A

 

  1. The applicant and proposed project shall meet all regulations and permit requirements of the City of Sultan.
  2. The applicant shall post a bond in the amount of 125% of the project costs as approved by the City.
  3. All removal and construction activities shall be conducted during times of low water.
  4. The activity shall not interfere with normal public use of the Skykomish River.
