This Notice of Availability is provided in accordance with Washington Administrative Code (WAC) 197-11-460/620 for the Comprehensive Plan Update – Watershed Addition. The Final Supplemental Environmental Impact Statement (FSEIS) supplements the City of Sultan Comprehensive Plan Update EIS. WAC 197-11-600 provides for preparation of a SEIS if there are (i) significant changes so that the proposal is likely to have significant adverse environmental impacts, or (ii) new information indicating a proposal’s probable significant impacts. In accordance with WAC 197-11-460(5), the City of Sultan will not act upon the Watershed Addition for 7-days after the issuance of this FSEIS, June 28, 2004.
Description of the Proposal:
Amend the Comprehensive Plan Update to include the City Watershed property within the Urban Growth Area for Sultan, Washington in accordance with Chapter 35.63 of the Revised Code of Washington and the provisions of the adopted Growth Management Act (ESHB 2929 of 1990 and SHB 1025 of 1991).
The proposed action will
not amend updated Sultan policies governing the environment, shoreline management, land use, economics, transportation, design resources, parks and recreation, public services and utilities to conform with a preferred growth scenario.
The proposed action will
not amend the updated implementation program concerning sensitive area, zoning, subdivision, shoreline, capital improvement program and other Sultan ordinances and regulations.

Copies of the FSEIS may be purchased at Sultan City Hall at cost of reproduction should the printed supply (100 copies) be exhausted.
Comments and appeals
You must submit any comments or appeals to this Final Supplemental Environmental Impact Statement (FSEIS) within 14-days of issuance or no later than 5:00 p.m. July 12, 2004. Appeals must be filed in person with the City Clerk and must be accompanied by a filing fee as set in the Fees Resolution in place at the time the Appeal is filed. Fax, mail, or e-mail Appeals will not be accepted. Appeals will be heard by the Hearing Examiner and shall be scheduled in conjunction with any other Public Hearing required for this action.
