Sultan Planning Board Meeting

December 5, 2006

 

The meeting was called to order at 7:02 PM by Chairperson Latimore.

 

Planning Boardmembers Present:  George Schmidt, Sarah Davenport-Smith, Jeff Cofer, Kurt Latimore, and Charles Van Pelt.

 

Staff present:  Community Director Rick Cisar, Planning Commission Secretary Donna Murphy, and City of Sultan Consultant Reid Shockey.

 

PUBLIC COMMENT

Jerry Gibson 1102 Dyer Road, Sultan, addressed a situation on Dyer Road and Skywall Drive, both of which are dead end, short roads.  In August 2005 the residents of those two roads became aware of a plan the City has to connect the two roads.  They had a meeting with Community Development Director Cisar and 65 residents regarding the Dyer/Skywall Connection.  The residents circulated a petition requesting the City amend the Comprehensive Plan removing that connection.  The petition was presented to the City in March 2006 and they have not heard anything from the City since then.  Mr. Gibson asked the Planning Board to look into the status of the Dyer/Skywall Connection, and the resident’s request to remove it from the City’s Comprehensive Plan.

 

Loretta Storm 33520 116th St. NE Sultan commented that all of her input is about the Transportation Component of the Capital Facilities Plan. 

1.      She asked about consistency in Table C-3 - Road Standards; are the functions and descriptions of roadways consistent with the City of Sultan’s Road Standards? 

2.      What is the definition of minimum radius and maximum elevation? 

3.      She was confused about language addressing “two lanes of travel, and parking”.  Her comment was that she didn’t know what that meant. 

4.      What is 1st Street Reconstruction Phase II?

5.      Is the 229th Avenue Project new? 

6.      There is no mention in the CFP about the WSDOT Route Development Plan. 

7.      Is Rice Road and Cascade View Drive as part of the Industrial Park Master Plan in the CFP?

8.      Right now the Route Development Plan is recommending 4 round-a-bouts in Sultan and that should be addressed into the CFP.

 

CHANGES TO THE AGENDA

Chairperson Latimore added the Skywall/Dyer Connection to Discussion

Chairperson Latimore added approval of the Minutes of the November 28, 2006 meeting.

 

COMMITTEE REPORTS

Reid Shockey and Rick Cisar – Review of the Draft Capital Facilities Plan

Community Development Director Cisar advised the Planning Board that the City Council will review and recommend approval of the Capital Facilities Plan at their December 6, 2006 Council Meeting. 

 

City of Sultan Consultant, Reid Shockey, reviewed the changes recommended by the Planning Board at the November 28, 2006 meeting.  Discussion followed clarifying language in the Capital Facilities Plan and making minor changes to the plan.

 

 

 

FUTURE AGENDA ITEM

Community Development Director Cisar informed the Planning Board that they will be reviewing the Stormwater Management Plan with Public Works Director Dunn and City Engineer Jon Stack at a future meeting.

 

ACTION ITEMS

  1. Approval of the November 14, 2006 Minutes

Planning Boardmember Van Pelt moved to accept the minutes of November 14, 2006.  Motion seconded by Chairperson Schmidt.  All ayes, motion carried.

 

  1. Approval of the November 28, 2006 Minutes

Boardmember Schmidt reviewed the recommended amendments to the minutes with the Secretary Murphy prior to the motion.  Boardmember Cofer moved to approve the minutes of November 28, 2006 as amended.  Motion seconded by Boardmember Davenport-Smith.  All ayes, motion carried. 

 

DISCUSSION:

Dyer/Skywall Connection

Chairperson Latimore asked Community Development Director Cisar to explain the status of the Dyer/Skywall Connection.  Mr. Cisar explained it will be presented to Council for consideration of an amendment during the amendment process of the Comprehensive Plan. 

 

PUBLIC COMMENT

Loretta Storm 33520 116th St. NE Sultan; expressed continued concerns regarding road standards in Section CF 3, adding that she understands that sometimes it’s impossible to define some of the roadways.  Ms. Storm recommended the City revise the definitions of roads, citing two examples:

  1. Sultan Basin Road is not a collector, it’s an arterial
  2. US 2 is not an arterial, it’s a State Highway

 

Ms. Storm also addressed the process use when a citizen requests an amendment to the Comprehensive Plan.  She’s not aware that an amendment can be sponsored by a councilmember. 

 

PLANNING BOARD COMMENTS

Planning Boardmember Van Pelt will be pleased to hear when the CFP is approved by the City Council.

 

Planning Chairperson Latimore expressed his apologies for not making it to the last meeting.  He also complimented and thanked Community Development Director Cisar and Consultant Reid Shockey for their work on the CFP.
