RAMIREZ - TWIN RIVERS RANCH ESTATES
(on the banks of the Skykomish River)

22-lot proposed PUD subdivision
Dyer Road and Skywall Drive residents are less than pleased about this
"improvement" to the City, as it ignores and tramples many of Sultan's own goals
and priorities of the 2004 Comprehensive Plan

Ramirez property before crest of Nov. 2006's flood; white fence shows approx. location of lot #10 at the plat's SW corner

Corner of fence indicates approx. location of Lot #10 in Plat's southwest corner. This 11/06 flood photo was shot before flood crest, which does not speak well of Sultan's commitment to shoreline management.

AUDIO of John Galt's Nov. 30, 2006 remand hearing

Over 65 residents met Feb. 13, 2006 with Cisar and Dunn re Ramirez proposal An overflow crowd of Over 65 residents of Dyer Rd. & Skywall Dr. flooded into city hall Mon., 2/13/06 to meet with City Admin./Planner Rick Cisar and Public Works Dir. Connie Dunn. Jim McDaniel**, Ramirez's development ramrod for this plat, was also on hand.

The goal of this meeting was for residents to have questions answered regarding the proposed 22-unit Ramirez property on Skywall Drive, as well as find out how and why Sultan's comp plan shows a sewer line down the middle of Dyer Rd., as well as a new "connector" road that would forever link the residents of the now-separate residential areas of Skywall Dr. and Dyer Rd. into a single comunity. But of far greater consquence from those "improvements" is the universal accessibility to both in-city and U. S. 2 vehicular traffic through that currenly quiet and secluded dead-end area on the banks of the Skykomish River.

Dyer Road resident Gerry Gibson was the mover-and-shaker for this meeting, going door-to-door to advise his neighbors of both the Ramizez proposal and the water/sewer/road Comp Plan "improvements." Most of the 65 residents attending this meeting had understanding of what a comprehensive plan is, that the city had approved a Plan, and stated they had never received any communication from the city on that subject during the three years of the Plan's development prior to its approval by council in early 2004.

Based on previous discussions Mr. Gibson has had with Mr. Cisar and other city hall staffers, they have no knowledge of how or why these items were included in Sultan's Comp Plan and did not even realize this was so until Gibson asked them for information. After hearing the residents' input about this connector road, Mr. Cisar first promised to initiate a petition for a Comp Plan amendment to remove the road, and present it for the council's review (MP 3 audio file, 67 kb), but later retracted his statement saying the citizens needed to submit the petition. The residents stated they knew nothing of the road/water/sewer plans contained in Sultan's comp plan, despite Cisar's assurance that they were all legally notified (MP 3 audio file, 420 kb).

**Mr. McDaniel has been around Sultan a long time. He was a key player in the Boucher SP appeal hearing process.
