Sultan's In-county "Residentially-Challenged"** Community (& how it affects Sultan)

An unorganized "community" of "residentially-challenged" individuals living south of Sultan across the Skykomish River (on Skyview Drive) affects our community and its businesses. The City of Sultan (Mayor Tolson and Police Chief Fred Walser) compiled statistics and presented them to Snohomish County Executive Aaron Reardon, asking for financial reimbursement for the inordinate number of police calls and time spent dealing with problems associated with this community, with little luck. Many recent problems are drug-related and increases in property crimes and theft can be traced back to this area. Sultan and the Snohomish County Sheriff's department have an interlocal service agreement in place by which they each render service to each other in time of need. But it's clear from the impacts to Sultan from this in-county community across the river, that the current interlocal is insufficient, and another legal/financial mechanism is needed by which Sultan can be "reimbursed" for services rendered on behalf of this county-related problem. Yet County Executive Reardon and his staff have thus far been unable to help. Here's a slide show which was presented at Sultan's 2006 Council Retreat in January, which offers a clear picture of the discrepancy in service calls between Sultan Police and county law enforcement, largely due to both the proximity of Sultan to this community, and the "trickle-down" crimes and SPD service calls required when certain elements of that community's population use Sultan as its base for services and other activities. Chief Walser then contacted Janice Ellis, Snohomish County prosecutor, to enlist her department's assistance in helping with this challenge. |
