SEWER AND WASTEWATER INFORMATION

GENERAL:
It is tricky navigating through the various studies and reports performed on Sultan's Sewer Treatment Plant, so we have opted to upload only the 1991 Sewer Comprehensive Plan and the 1993 Revision(s) to that plan, explained in greater detail below. It is difficult to achieve an "apple-to-apple" comparison of Sultan's WTP, since each iteration reviews and includes dissparate information. One consistency, however, that is universally shared is that the planning criteria never fits the aggressive development policies of the City of Sultan. This forever places the Sultan ratepayers and taxpayers in the expensively unfair position of "swirling the drain" (financially speaking), whilst the City plays catch-up with the capital infrastructure required for residential and commercial/industrial development. The only clear picture here is that the city views (and, therefore, plans) based on a zoom-in still-frame snapshot in time, rather than as a zoom-out landscape of the future.

AMENDMENT to the June 1991 Comprehensive Wastewater Plan, By Earth Tech, Inc., prepared in October, 1997:

I & I INFORMATION

(I & I means "Inflow and Infiltration" the presence of unwanted excess water flowing into the sewer system which negatively affects sewer capacity; i.e., simplified this means more water and processing time and functions, and less sewage. More info):

SEWERS: How long has the City been aware they've had a serious I&I operational problem? ("I & I" is the undesirable Inflow and Infiltration of water into the Sultan sewer system.) The City has been well aware of the problem since before the highly-detailed August, 1990 engineering report performed by HDR. Here's an excerpt: "Inflow has disrupted the operations of the sanitary sewer system. During each of the heavy rainfalls, the sudden increase of flow and sediment from the inflow caused the lift station to shut down. This backs up all flows in Areas A through G...the manholes used in the monitoring program...filled to capacity. Inflow should not affect a sanitary sewer system to this degree. Rehabilitation efforts should emphasize the reduction of the inflow." (We refer folks to the Dancing Manhole Cover page; i.e., "BrownTrout" info, for a specific example.) Has the City addressed this subject, as Mayor Rowe indicated during the April 23rd North Wagley Creek Waterline Workshop? (also see our "sewer" page)
