TRANSCRIPTION: Excerpts of June 23, 2004 council meeting: Bart Dalmasso and Kay George vs. Ray Kistenmacher and Loretta Storm (co-founders of G.R.I.T.) and Josie Fallgatter (Plng. Commissioner)
  • One of the highlights (or lowlights) for us was PC Bart Dalmasso's diatribe against fellow PC member Josie Fallgatter, and although never named her, it was clear it could only be her. Dalmasso's statement was read by PC member Ray George. In part, Dalmasso stated, " I question the need for someone to be a member of the PC who has no financial interest or responsibilities in making or modifying laws for us, while they are exempt. I urge you to consider removing the UGA rep position from the PC, and replacing that position with a resident or business owner from the city."
  • G.R.I.T. co-founder Storm responded, "I would like to comment on Bart's comments. I would think more ideas are better; the more input, the more concepts, the more…engagement you have with the citizens, no matter where it's from, the better you are. You may come up with a solution you've never thought of before for a problem. Obviously I am slanted, since I live neither in the city nor the UGA."
  • Kay George (wife of Ray George), then reinforced Commissioner Dalmasso's sentiments: "Listen to the people who actually live here and pay the bills instead of the people who do not. They have much different interests than the people who actually live here and pay our taxes. In fact, I've heard them say, "We don't want to be part of the city because our taxes would go up." Well, they don't want to invest in Sultan, but we have invested in Sultan, the people who live here. And I would appreciate it if you would look after our best interests instead of those who do not."
  • Ray Kistenmacher responded to Mrs. George: "I can't let that pass. The Planning Commission and the ordinances that they come up with is precisely the place where people outside the city limits and the UGA should be considered. We are affected by what those ordinances do. And I'm sorry if some people in the city don't like that, but if we're affected by it, we should have a voice in it. And I do believe that the PC should have someone from outside the city."
  • During opening public Council Comments, Storm said: "It's not conducive for anybody in the city to have to live under repression, and open dialogue should be encouraged and applauded at every opportunity. I'm saddened by that. I'm also saddened by Kay's comment that she accused some people -- I'm not sure who -- but as stating that they don't want to invest in Sultan . I can't speak really for others, but I can speak for Ron Kraut, Josie Fallgatter, Jeff Kirkman, My husband and myself and many, many other people who have spent, basically their lives trying to make Sultan a better place, without getting anything in return except grief. And one more thing, just so Kay and Bart and Ray George will be aware, when Josie and I were making comments on the code, both the UC Zone as well as the Open Space code, we were making comments on codes that directly relate to the GMA, and as such need as broad a participation as possible and that includes you people living inside UGA, outside the UGA and people who may be at some point annexed, included in the UGA. "
