Transcription: Dalmasso Explanation Comp Plan Citizen Comments Matrix ("Weighting of input") during August 19, 2003 Planning Commission meeting

[Note: There were several omissions and errors on Commissioner Dalmasso's matrix of public testimony offered during the comp plan hearing (the first part of which was held on 6/17/03, with a continuation hearing on 7/1/03). He excluded testimony given by Mary Lowry and Kirby Naff at the 7/1/03 hearing, and made errors in tracking individuals' growth scenario preferences, as shown at the end of this file. Dalmasso I tried to clear up who was talking [unintelligible] and what they were saying and where they lived in relation with -- in the first column you'll see the name of the person that spoke. And the location, if they lived in the city, I wrote down "city." If they lived in the zero growth [area], in the existing comp plan, I put down "zero." If they lived in the low growth scenario [area] I put down "1" and in the moderate growth [area] I put down "2" and high growth [area] down "3" [unintelligible]. Then on the far side where I have zero -- on the top I have the 0, 1, 2, 3, 4 -- the 0 being the No change scenario and 1 being low, 2 being medium, 3 being the high growth, I put an X by their, the individual's comments, what they felt should be done. And I looked at, I feel since we're a city of Sultan planning commission, we need to be first listening to the city residents as to what the city residents want. Because that's the one that provides us the facilities here and that's who we're here to represent.

Two of the city residents, Randy Johnson and Ron Olson, wanted zero growth. And one, two, three of the residents wanted the moderate to high growth, and one wanted the moderate growth. And Joe Downs, I didn't see where he made any specific recommendation, other than he wanted to be incorporated for services rather than be divided. He did say something about wanting growth. Kelly Korn, she was in the moderate growth [area], and she wanted the No Growth scenario. Cole Auckland, he's in the moderate growth and I didn't see where he made any recommendation in the Minutes. Kay George lives in the City. She was moderate to high. Jim Flower, City, moderate. Sue Shawger, I didn't write down a recommendation. I think she lives in the high growth scenario [area]. Paul Tortorice, he's in the high. He lives in the moderate section. Jean Roberts in the moderate section, she wanted no change. Loretta Storm in the high growth scenario. She wanted no change. Ron Olson in the City, I already [unintelligible]. Lola Weisenberger who lives in the low growth scenario, she wanted the moderate to high scenario. Merle Cushing who lives in the City, moderate to high. Mark Fallgatter who lives, I believe in the moderate growth part of the UGA, he wanted no change. Jackie Allen wanted the -- [and she lives in the high growth scenario, #3, she waned to have low growth. Ray Kistenmacher, who lives in the scenario #3 wanted no growth. And Margaret Skoglund in the city wanted medium to high growth.

This is what the people are telling us they want and I think we need to listen first to the city people, people who live in the city. And [unintelligible] the people that want it, give them their request. If they want to live in the UGA, let them be in it. If they don't want to be in it, then let's not force them into it. In looking at these figures here, and there's [unintelligible], I would say there's a majority of the citi--not a major majority, there's two, I believe it is, want the moderate to high growth scenario. And we're here to represent people, not our own individual thoughts.

Kraut Well, I agree that we're here to represent people. But I don't agree that there's any more weight of being in the city than the UGA. This is a countywide planning process.

Dalmasso It's the City of Sultan Comp Plan, not the county comp plan.

Kraut No, it's the county, because it impacts the county as well as the city.

Dalmasso Well, as I said, those that don't want to be in the UGA that are outside the city, [unintelligible].

Kraut But I'm saying I think anybody's comments who comes here and comments, who lives in the county or the city carries as much weight. It carries a lot of weight.

Dalmasso [unintelligible, low voice level].

Kraut We've solicited everybody's comments, [unintelligible] "Please come, but there's more weight to those who live in the City." But we didn't do that

Dalmasso [unintelligible, low voice level] city comp plan.

Kraut Is there any grant dollars involved with this comprehensive plan?

Dalmasso Yes.

Kraut And who's paying the grant? Just citizens of the City of Sultan?

Dalmasso No, [stutters].

Kraut Taxpayers across the state are paying for this.

Dalmasso [unintelligible].

Fallgatter Bart, I think this is a case where we can make statistics say what we want them to say.

Dalmasso [unintelligible; low voice level].

Fallgatter Yeah, but you're excluding people who don't want to be drawn into more growth, or higher growth, and not giving them a choice. People who live in an urban growth area are affected by our comprehensive plan because it includes the urban growth area.

Dalmasso I don't disagree with that. The area is going to affect all the people. In the city and outside the city and even outside the urban growth area. But does that mean we should have someone from New York come and tell us what to do? No.

Fallgatter New York won't be affected by it. Kelly Korn, Cole Auckland, Sue Shawger-Jean Roberts, Loretta Storm, Ron Olson, Randy Johnson, Mark Fallgatter and Ray Kistenmacher will be affected if they have to drive on Highway 2 --

Dalmasso [unintelligible]. I agree --

Fallgatter -- and they have to live here.

Dalmasso As do the other people.

Fallgatter I agree --

Dalmasso None of us have to live here. We can all move if we want to [chuckles].

Fallgatter I'm saying don't listen -- I'm saying don’t ignore the people that are in the city but don't ignore the that aren't in the city.

Dalmasso I'm not ignoring the people that aren't in the city. I'm thinking that they just be granted their wish and not be incorporated into the UGA.

Kraut It's not whether they want to be incorporated or not. It's their business for growth in the valley here. That's what the people are talking about, what they're concerned about is how this valley grows, how we impact Highway 2. That's what I'm hearing from a lot of these people, is what we do impacts everybody who uses Highway 2.
