COUNCIL QUICKIES FROM May 21, 2003 COUNCIL MEETING  
COUNCIL BRIEFS: Cliff Morris (a Rowe-added agenda item) presented a proposal to pay for a city sewer from his property (located a mile north of the city limits on Trout Farm Road), south on First Street to Main. Mayo Rowe'sr and Council's discussion made it clear that a detailed cost/benefit/facilities study needs to be performed, with words like, "rough estimate," and "ballpark figures" being tossed about by Porter, Criswell and Rowe, as they had many more questions than answers. We agree with Wendall Smith when he said, "You're asking questions among yoursevles, and I can't believe you'd go forward without having some real data...you raise so many questions and there's no answer, so please, get some answers before you move forward on this thing. You just went through the LID. It should be Lesson Number One, I think, that, boy, you guys don't have a the information you need to make a proper judgment." The BEST part of this deal, of course, is that "The offer is only good for 10 days." (One of my comments was that the last time I heard a deal that good, I turned and walked away from the used car salesman.) School Impact Fees: School Superintendent Al Robinson spoke with council and offred information by which the council could make an informed decision on whether to raise, or lower, fees. It was stated at the previous council meeting that the reason fees were being reduced was that it was required by law. which Mr. Robinson (by reference) debunked last night. The Comp Plan process was strongly questioned by Kelly Korn, a Trout Farm resident, who, although a newcomer to Sultan politics, is a got-get-'em firebrand asking all the right questions. Unfortunately, those questions have been asked ad nauseam by each Sultan newby, and the answer remaining constant: True professional guidance is desperately needed here. (Ms. Korn referenced a map submitted by Rick Cisar as an "unattributed" (unsigned) comment during the comp plan process, along with two other anonymous items. The map's references seems to indicate that Mr. Cisar and Mr. Morris may have been involved in extensive discussions on this sewer line proposal. The Map contained an "X" on Morris' property (that same "X" was located in the area of Tom Green's/Margaret Skogland's properties), which read, "scattered Multifamily." Library Board Appointments: The council approved Bob Ostrom and Loretta Storm as new board members. Mayor Rowe had pulled my name off this Consent Agenda Item at the beginning of the meeting, for some reason. However, there were no objections to the confirmation. All aye's except for nays from Porter and Criswell, with an abstention from Boucher. City Website: Representatives from Everett Community College gave a short presentation of a synergistic program that would allow the city to get their website up and running (and even more importantly, train employees how to update it), while giving students the real-life experience they need. Great idea.
