G.R.I.T. UPDATE, JANUARY 25, 2005

Good morning,

We are sending out this brief update
because the city seems to be having problems with their email. Yesterday Clerk Koenig said the packet was sent out, but we never received one. This info was obtained from a printed copy we received yesterday at city hall.

Sultan Council Meeting, Wed., Jan. 26th (begins at 6:30 with an executive session meeting to discuss/select a candidate to fill open council seat): From the Sultan Scuttlebutt I have heard, it seems that, barring any last-minute upset (and however impossible this is to believe), that former C. H. Rowe may be The Chosen One to fill Jeff Everett's vacated spot, which has one year remaining. (Is the current council under any obligation to fill this seat with a candidate whose ethics and future vision for Sultan is similar to Mr. Everett's, the candidate voters elected?)

Also on the agenda is a discussion to raise the salary for the mayor and council members (see our analysis online); an update on the RFP to purchase financial software (no support in agenda packet); Turk's Trail (no support in package); and a request from a Sultan Resident, (D. Ryan Spott, a start-up company looking to provide wireless broadband internet access to Sultan residents, especially those in Rosewood Estates), for $300 per month (to the city taxpayers). This need for Rosewood Estates harkens back to our arguments during the York annexation: The City could not yet support servicing the remote area on 124th Street.

The City's Comprehensive Plan is finally complete: A "hard" 3-ring binder copy is $75 and a CD is $35 (we do have plans to upload the electronic version.)

Info on Sultan Centennial (From Gordon MacDonald, Centennial Committee): "The new Sultan Centennial e mail address is:
sultancentennial@aol.com. I will forward the e-mails to whomever wants them. The Sultan Centennial audition line is 425-308-3931."

From this week's Public Works' Staff Report: "I & I Reduction, Phase 2, a.k.a. First Street Sewer Project: As of January 19th, Mosbrucker Construction completed the installation of the sewer main and manholes...." and "Currently, City Engineer Stack is working...on the sidewalk design along with working on the resurfacing of the street." At a recent council meeting it was revealed that no funds remained to resurface First Street and that a grant (or, perhaps, a low-interest loan) will be needed. When the question of financing to pay for road resurfacing was originally raised during the initial review of this project, the response given was that the job could be done with little damage to the roadway surface, thus, no funding would be necessary.

New Development: Timber Ridge Estates on Sultan Basin Road looks as if it is likely to be another disaster community, in my opinion. For starters, the SEPA states critical slopes of between 20% and 40%. Stormwater runoff from these slopes, which are located just above Wagley Creek, a Type 3 stream, will be handled by a sediment pond. Also, contrary to good common sense and Sultan's Comprehensive Plan, this community's planned roadway configuration and its future impacts to safety and the future of Sultan Basin Road, if it is allowed to stand, is downright scary: If the city's purpose was to plan to make it as unsafe and obtrusive as possible, they couldn't have done a better job of it.

Have a good week.
