NOTE: What is included here is a complete representation of what the city sent us in compliance of our two public information requests dated 2/7/02 (finally fulfilled 3/8/02), for documentation on discussions with the various government agencies related to restoration and offsite mitigation for damages done during construction of the LID 97-1. The file had obviously been "cleaned" of any informal emails, internal memos, etc., but it is enlightening reading, nonetheless.

7/12-7/14/00 Exchange via email between Bourne (B&H), Nrodin (E.T.) and Snohomish County's Lorna Smith, city's "independent" liaison on restoration project.
8/3 - 8/15/00 An Exchange initiated by Mayor Rowe, between the Corps, DOE and WDFW. The Mayor's 8/3/00 letter is a "We-can-take-it-from-here-but-thanks-anyway" letter, which had to be clarified by Gary Bourne to Maryann Baird of the Crops in a letter dated 8/15/00.  
8/9/00 WDFW HPA Revised Permit (Authorization) for creek crossing conduit work in eight locations
8/25/00 Corps of Engineers (Col. Ralph Graves) letter to City Administrator B. Trippett (who left city employ early November, 1999), reiterating stop work order and instituting compensatory mitigation for wetland damage.
9/1/00 City of Sultan (Gary Bourne) Letter to DOE (Suggs) re offsite (or compensatory) mitigation, which includes map of proposed offsite mitigation areas
11/22/00 Jones & Stokes Letter to DOE (Sarah Suggs) outlining certain specifics of offsite compensatory mitigation for destroyed wetlands (We assume this was written by Daniel Jones, because of the fax cover sheet which transmitted this letter, but the letter itself was unsigned.)
12/7/00 Jones & Stokes (D. Jones) letter to DOE (Sarah Suggs), advising of a "notable change" in the previous impact analysis for restoration, revising acreage of direct impacts to wetlands from a previous 2.36 down to 1.81.
5/23/01 DOE (Suggs) Letter to City of Sultan (C. Dunn) re DOE's May 18, 2000 Notice of Correction; accepting J&S' 12/7/00 reduced impact assessment, but pointing out their lack in addressing the compensatory offisite mitigation.
5/29/01 Army Corps of Engineers' Col. Graves letter to City of Sultan (addressed to City Administrator B. Trippet, who left the city's employ in early Nov. '99), concurring conceptually with restoration and off-site mitigation plan, but requesting specifics in form, and reminding the city that their stop work order was still in effect.
7/25/01 City of Sultan (C. Dunn) letter to DOE (Suggs), suggesting realignment of final sewer line northward to avoid wetland corridor. Map of new alignment is attached, with a new "unnamed wetland"shown.
8/13/01 Army Corps of Engineers (Col. Graves) Letter to City of Sultan, authorizing sewer line work in uplands only.
8/14/01 DOE (Suggs) to City of Sultan (C. Dunn), Response to city's 7/252/01 letter. Concurs in principal to new alignment, but wants to review for presence of wetland resources. Also, DOE "is dismayed" at city's delay in submitting offsite compensatory mitigation plan.
9/27/01 J&S (D. Jones) Memo to DOE (Suggs) re off-site mitigation plan
NOTE: The 9/27/01 J&S Letter shown above was the last item in the file given to us by the city. As of 4/1/02, DOE had not yet signed off on the offsite mitigation plan.
