EXCERPTS FROM CITY COUNCIL MEETINGS RE WILLLOW RUN
(Note: These represent any and all comments/discussion reflected in the officially published council minutes (obtained through Public Info Request from the city). The timeframe is from the 9/14/98 council approval of the Willow Run plat, extending through the end of 2000.)
January 11, 1999:
"Haywood Boundary Line Adjustment:
Located at 30906 135th Avenue. Applicant proposed to adjust the east property line of the Finley property to enclose an existing carport with the appropriate setbacks and adjust the west property line to follow an existing fence. The Planning Commission recommended approval without conditions. On a motion by Councilmember Ostrom, seconded by Councilmember Eslick, the Planning Commission report was accepted and the boundary line adjustment was approved. All ayes."June 14, 1999:
"Willow Run Project:
Veronica Haywood and Andy Kovack, Architect, gave a short presentation on the project plans and showed the design plan for the housing units. They have tried to design the housing units to fit into the history of the community and will have open space and landscaping on the lots with the garages behind the house."June 28, 1999:
"Willow Run - Preliminary Plat Approval:
Christi Amrine, Planner advised that staff would support a recommendation of preliminary plat approval and acceptance of bonds for the remainder of the work. Veronica Haywood, developer, advised that they need final plat approval to record for title commitment. Based on that request, Ms. Amrine withdrew the staff recommendation due to the pending modification on the plat. Councilmember Ostrom moved to table the request for final plat approval, seconded by Councilmember Rowe. All ayes."July 26, 1999:
"Willow Run - Plat Modification:
The Hearing Examiner recommended approval of the plat modification with the following conditions:1. The plat as modified is subject to all conditions set forth for the Willow Run plat.
2. Road and frontage improvements along Wisteria Ave. and Gohr Road shall be completed. Mitigation will be spent on the City’s side of the rights-of-way for improvements or paid directly by the City.
3. The City will allow a septic system approved by Snohomish Health District. If public sewer is extended adjacent to Lot 10’s frontage, the units on Lot 10 must connect to city sewer.
On a motion by Councilmember Tuohy, seconded by Councilmember Ostrom, the Hearing Examiner’s recommendation was accepted and the preliminary plat modification was approved. All ayes."
August 9, 1999
"Willow Run Plat - Final Approval:
Staff recommended final plat approval for Willow Run based on the following conditions:1) Prior to signing of final plans in accordance with SMC 16.10, the applicant shall:
a. pay all applicable fees that are due
b. enter into agreement with the City of Sultan for the bonding of all required
infrastructure, landscaping and sit (sic "site") improvements in accordance with City regulations.
On a motion by Councilmember Tuohy, seconded by Councilmember Eslick, final plat approval for Willow Run was given subject to the conditions set. Vote: All ayes."
September 27, 1999
"Willow Run Mitigation Fees:
Road frontage improvements were completed by developer with the understanding that "in kind" mitigation fees would be credited to the plat. Gary Bourne, engineer, reviewed the cost and recommended a decreased to $163,108 credit as the original amount included sales tax on the street. Brief discuss held regarding the work completed and the costs. On a motion by Councilmember Eslick, seconded by Councilmember Rowe, the Council accepted the agreement as recommended by staff in the amount of $163,108. Eslick - aye, Ostrom - aye, Tuohy - aye, Porter - abstained, Rowe - aye."March 13, 2000:
"Ed Boucher: Item D3, Habitat for Humanity: Advised that his attorney has sent a letter challenging whether it is a buildable lot and the City should not approve any changes at this time.
Habitat for Humanity - Andy Kovach: Discussed the Habitat for Humanity project located within the Willow Run Plat and the proposal to add three additional units to the project to create a small community effect. Discussion was held regarding the low income housing, the family selection process, surrounding development and lot sizes and future problems. Councilmember Eslick advised that she was on the Council when the plat was presented and the area was presented as Open Space/Park and the Council was under the opinion that this had not been changed. The plat was approved with the Council believing that there was no Lot 10 and that the are was set aside for Open space.
Habitat for Humanity:
Connie Dunn: Lives on Gohr Road near the approved duplex and the developer now want to add three more. The existing houses in the area are not small houses on small lots and the City must consider the surrounding property values. The proposed houses are good looking and it is nice to give people a start but should not create problems for other property owners.
Ron Kraut: Agrees that the small lots are not good.
Ed Boucher: Reminded the council to hold off on decisions on lot 10 until legal challenge has been completed."

Veronica Hayward: Advised that the City staff have always been very professional and should be commended for their work."May 8, 2000:
"Ed Boucher: Discussed the problem created with his property by the Val Works project realignment on 1st Street. Trout Farm road was extended on to his property by 30 feet which has cost him a building lot. Presented a proposal to dedicate property to the city as part of his short plat in lieu of street and park mitigation fees. Councilmembers had no objections to the Mr. Boucher proceeding with his short plat with those conditions provided that there are no legal restrictions to the proposal."
